Public sector · India

Public sector ERP for India: government departments, PSUs and municipal bodies. Budgets, procurement, assets, payroll, and the audit trail behind them.

For departments, public sector undertakings, boards and municipal bodies. Public money needs a budget before it is spent. A tender before it is ordered. An approval before it is paid. And a record of who did what. That is what the system does.

Budgets

No order without budget. Commitments count.

The budget by head and period
A budget for each account head, cost centre and period. Actuals post against it as bills are booked.
Commitment control
A purchase order is a commitment. Budget control checks the budget against actual plus commitments. It can do that for the period, the year to date or the total. The order that would go over is stopped.
Revised estimates
A revised budget is a second budget, draft until it is approved. Original, revised and actual sit side by side in the report.

Procurement

From the requisition to the tender to the order.

Requisition
A department raises a requisition. It is approved before purchase sees it.
Request for quotation
One request goes to several vendors. Each response is recorded against it, line by line. The comparison is a report, and the chosen response becomes the order.
Vendor records
PAN, TAN, GSTIN and the MSME flag on the vendor. TDS is deducted at the rate for that vendor, on the bill or on the payment.
Receipt before payment
The bill is matched to the order and to what was received. Nothing is paid that was not ordered and received.

Approvals and the audit trail

Every document approved. Every change logged.

Approval limits
Requisitions, orders, bills and payments above a limit go to the officer set for that limit. The approval is recorded on the document, with the name and the date.
The change log
A changed amount, a changed vendor, a changed date: the old value, the new value, the user and the time are kept. The auditor reads it directly.
Departments as organisations
Each department or unit is an organisation with its own budget, books and approvals. The head office sees them together.

Assets and staff

Buildings, vehicles and equipment in one register. Staff on one payroll.

The asset register
Every asset with its location, custodian, depreciation, insurance and maintenance. Transfer between offices and disposal on the same record.
Payroll
Attendance, leave and payroll on one record. EPF, ESI, professional tax and TDS on the same run. Employees see their own payslips.

What it costs

Per user, per employee, and by quotation for a body with several units.

₹1,999 per user per month for the officers and staff who work in the system. ₹70 per employee per month for payroll and self-service. Nova and Galaxy, for bodies with several units, are priced on request.

Every edition, and what is not in the licence: the pricing page. Galaxy is the edition built for group structures and public bodies.

Bring one budget head and one tender file.

The demo runs them: the budget loaded, the requisition raised, the quotations compared, the order stopped when the budget is short.
